Keystone Principles
Our work and plans are based on the Keystone Principles, adopted by the state government in May, 2005. The Principles & Criteria are designed as a coordinated interagency approach to fostering sustainable economic development and conservation of resources through the state’s investments in Pennsylvania’s diverse communities.
The 10 Keystone Principles Are:
- Redevelop first.
- Provide efficient infrastructure.
- Concentrate development.
- Increase job opportunities.
- Foster sustainable businesses.
- Restore and enhance the environment.
- Enhance recreational and heritage resources.
- Expand housing opportunities.
- Plan regionally; implement locally.
- Be fair.
